At the beginning of the reform in 1979, many great traditions of the Party were severely damaged during the Cultural Revolution. It¡¯s common to see the Party member, especially the senior cadres alienated themselves from the masses and enjoyed special treatment, which greatly affected the image of the Party. Deng Xiaoping attached great importance to this problem and asked relevant departments to take countermeasures as soon as possible.

In the second half year of 1979, the Central Commission for Discipline Inspection/ took the lead in drafting the Several Provisions on the Living Conditions of Senior Cadres (the Provisions for short). Deng Xiaoping went through the draft by himself for many times, and it was also frequently discussed at the Political Bureau Meeting. On November 2, Deng Xiaoping made a mobilization report for the regulations at the meeting of cadres at or above the vice minister level of the Party, government and military agencies. He severely criticized the phenomenon of specialization among cadres, especially senior cadres, and asked them to take the lead in strictly implementing the regulations, so as to restore and carry forward the Party's great tradition of working hard, keeping simplicity and maintaining close ties with the masses.

In order to eliminate the doubts of cadres, Deng Xiaoping specially explained that the purpose of formulating the Regulations is to restore some good traditions before the Cultural Revolution and oppose the special treatment on cadres, especially senior cadres; the result of taking special treatment on cadres was bound to be divorced from the people and cause bad social morality, which was extremely harmful; the Central Committee was determined to solve this problem, so starting from the comrades of the Political Bureau of the Central Committee, they should consciously abide by this regulation, affect their relatives and children, as well as relevant personnel. Once the Regulations was released by the Central Committee and the State Council, it should be firmly implemented as laws, no matter it was passed or not.

On November 13th, 1979, the Regulations and Deng Xiaoping's report were formally distributed to the cadres of the county in the form of central documents, and were conveyed in various forms. There was a strong response from fields at home and abroad, they were full of confidence in reform and opening up for the strong determination of the CPC to govern the Party strictly in accordance with the rules.
